LEAVENWORTH — The growing, processing and cultivation of recreational marijuana sanctioned under voter-approved Initiative 502 will not qualify for a business license in Leavenworth.

City councilmembers Tuesday decided to stand pat on the city’s existing rules, which forbid licensing businesses that don’t comply with local, state and federal laws.
