European Prosecutor will enhance national policy of fight with crime: MEP
Brussels. The European Public Prosecutor’s functions should concern significant transnational issues, MEP Monika Hohlmeier, a member of the European People’s Party Group and of the European Parliament’s Committees on Budgets and on Organized Crime, Corruption and Money Laundering, told Bulgarian journalists in Brussels, FOCUS News Agency reported.
According to her the European Public Prosecutor should not be occupied with everyday, but petty crimes which concern only one country. The European Prosecutor cannot take over completely the duties of national prosecutor offices. You should imagine the European Prosecutor as something like the organizations Eurojust or Europol. Currently Europol has around 450 employees who coordinate the police work in Europe, but the actual police investigation and police work are done by the national police. By the Bulgarian police, Bavarian police, through the coordination of Europol. This would be the case also with the European Prosecutor, who would have to coordinate and direct the investigation into more significant transnational crimes, but also to strengthen the national policy of prosecution of significant forms of crime, said the MEP.
On Wednesday Brussels hosts a conference titled Bulgaria at the Crossroads – Topical Internal Political Challenges. It is held in the Representation of Bavaria to the EU in cooperation with Hanns Seidel Foundation. Bulgaria’s former interior minister Tsvetan Tsvetanov is to attend it. He is to analyze the topical processes in the country and the opportunities and risks for its internal and foreign political development.

“It is important for me that Bulgaria regained the confidence of its Euro-Atlantic partners including OLAF. Last year were made legislative changes which were based on the built trust. These changes allowed the main point of contact with OLAF – AFOCS to make administrative investigations. One of the topics under discussion is to limit the abuse of EU funds.

This assumption is based on a thorough analysis by both Europol and countries that are actively involved in this investigation. I want to recall the case in Cyprus, which is identical to the approach and the way of observation of Israeli citizens in Cyprus. Brussels. No motorway robberies have been reported in Bulgaria after the arrest of the motorway robbery gang in December 2010. That is what Deputy Chairman of Citizens for European Development of Bulgaria (CEDB) Tsvetan Tsvetanov said at a conference themed Bulgaria at a Crossroads – Current Domestic Challenges which takes place in the Bavarian Representation in Brussels a reporter of FOCUS News Agency announced.
In Bulgaria there was a serious problem with motorway robberies and the issue was put for a discussion at all meetings with European ambassadors – Germany, Netherlands, Belgium and Turkey. Every year we have heard about robberies of foreign citizens who transit cross our county. Since neutralizing one of the gangs in December 2010 now there is no robbery reported in the country, Tsvetan Tsvetanov said.

Brussels. The deputy chairman of Citizens for European Development of Bulgaria (CEDB) Tsvetan Tsvetanov has held an informal meeting in Brussels with OLAF Director General Giovanni Kessler. The meeting is organized by Hanns Seidel Foundation, FOCUS News Agency reported.
Giovanni Kessler expressed gratitude to the former interior minister Tsvetan Tsvetanov for what Boyko Borisov’s government had started and achieved. He also expressed hope Bulgaria’s next government, whatever it is, would continue what the CEDB government had started.
At the meeting Giovanni Kessler appreciated highly the effective work of Bulgaria’s Directorate of Coordination of the Fight against Infringements Affecting the Financial Interests of the EU (AFCOS Directorate) when Borisov’s government was in power.
What is important is to continue the inter-institutional cooperation, fight with European funds frauds and sending of signals about frauds, said the OLAF Director General.

Asked about Bulgaria’s Schengen bid, the MEP, who had supported it during debates in the European Parliament, said:
On my side, there is some disappointment that the country did not accede. Technically, Bulgaria is very well prepared. Considerable funds were invested to set up Schengen borders.
In Germany there is some pressure from people from marginalized communities, Roma who come from Bulgaria, but this should not be bound with Schengen, because these are two separate issues. Bulgaria has achieved very good results in the absorption of Schengen funds. I think the accession should be a two-phase one, with the air borders joining Schengen first, said the MEP.

Brussels. Two factors will be os essential importance for Bulgaria’s Schengen accession. First, the continuation of Bulgaria’s recent stable development. The next very important factor is related with illegal human trafficking and illegal migration, MEP Monika Hohlmeier, a member of the European People’s Party Group and of the European Parliament’s Committees on Budgets and on Organized Crime, Corruption and Money Laundering, told Bulgarian journalists in Brussels, FOCUS News Agency reported.
In the fight with illegal migration what will be achieved in the next months and years should be convince all other countries that effective measures are undertaken, said the MEP.
Here I must say that this issue – the actions that will be undertaken against illegal immigration – is not related so much with Bulgaria, but with Greece. The actions that will be undertaken to convince the other countries that illegal migration will not develop will be of essential importance. When Greece joined the Schengen Area it was believed that it had solved all its problems and had fulfilled all technical criteria. Unfortunately, this is not the case – Greece is in Schengen, but does not meet the criteria and cannot fight effectively with illegal migration. What is now being done to take Greece out of this situation costs us extremely many efforts, funds and time. This is the reason for some European countries to say that it is better to consider everything carefully and avoid any haste with the accession of new countries in Schengen, because of the situation with Greece, explained Monika Hohlmeier.
According to her Bavarian politicians have been supporting and cooperating with Bulgaria and Bulgarian interior minister in the area of internal security.
I think that if this active cooperation persists in the next four years, it is a matter of time for Bulgaria to join Schengen, she said.

According to her in the recent years the joint work and cooperation between Bulgaria, Germany and European institutions in the area of home affairs were very intensive, especially in the fight with organized crime.
This has brought results that are useful to the whole of Europe. In the recent years the Bulgarian interior minister was one of our major partners in Southeastern Europe we contacted when it came to fight with international organized crime networks. We achieved extremely good results in the area and it would not have been possible without him. On behalf of Bavaria and Germany, as a German MEP, I would like to say that we would continue cooperating with the interior minister Mr. Tsvetanov with great pleasure, said the MEP.
I will give some specific examples. Several groups for fake credit cards were detained. Tons of drugs earmarked for the countries in Central, Western and Northern Europe were seized. A lot of ringleaders from the organized crime were arrested. All these successes transformed to a great extent the fight with organized crime in Southeastern Europe, she added.
